Chers parents,

Historiquement, et depuis plus de 10 ans déjà, l’UPMD, association des parents d’élèves du LFIDuras, s’investit dans l’activité du transport scolaire dans le but de proposer un transport collectif (non pris en charge par le lycée ou les autorités françaises) et de maîtriser les tarifs du transport, ceci au bénéfice de toutes les familles.

Sans cet investissement désintéressé, le service de transport que nous connaissons n’existerait tout simplement pas.

Ces dernières années, à la demande récurrente de l’ensemble des parents, l’UPMD travaille à réduire les coûts de transport au maximum, tout en gardant une qualité de service optimale.

Dans ce cadre et par le biais d’un appel d’offres, l’UPMD choisit  tous les 3 ans le meilleur transporteur possible pour en faire bénéficier les parents.

Conformément à un accord moral,  appelé “convention de partenariat” et signé avec le transporteur, l’UPMD :

• • • coordonne les inscriptions au transport
    • travaille avec le prestataire afin d’assurer le meilleur niveau de service et de sécurité possible pour vos enfants.

Avec le dernier appel offre pour la période 2020-2023, l’UPMD a obtenu:

• • • Une économie de 9.000.000 vnd par rapport à l’ancien tarif
    • Une augmentation du nombre d’arrêts et de lignes de bus
    • L’amélioration de la qualité de la prestation (service, sécurité, bus récents, etc)

Et la création et la mise à disposition gracieuse aux parents de l’application Xebus, grâce à un parent d’élève

Cependant, suite aux graves conséquences économiques causées par la pandémie de la Covid-19 – qui a entraîné la très longue fermeture du LFI Marguerite Duras – les dispositions initialement prévues dans notre partenariat avec SBS semblent ne plus pouvoir être respectées. Ce malgré les nombreux dialogues et tous les efforts déployés par l’UPMD.

Pour votre information, à la demande de l’UPMD, une réunion d’urgence a eu lieu le 31 décembre avec SBS pour comprendre la situation.
La société SBS nous a dit ”avoir étudié toutes les solutions possibles et que seul un tarif annuel unique à 10.500.000 vnd/enfant pour le reste de l’année scolaire leur permettrait de sauver l’activité et de continuer à faire fonctionner le service dans de bonnes conditions. Désormais ce tarif unique est appliqué à tous ceux qui prennent le bus depuis la dernière semaine de décembre comme pour ceux qui devraient pouvoir retourner à l’école après les vacances de Têt”

L’UPMD est contre cette mesure et a rappelé les termes de l’appel d’offres, les dispositions tarifaires et contractuelles, a condamné fermement leur non-respect et a demandé le report de cette hausse sur l’année 2022-23 afin de respecter les engagements pris. En vain.

Dans cette situation délicate, et sachant qu’il n’existe aucune solution idéale, le Conseil d’Administration de l’UPMD souhaiterait connaître votre avis sur la question, afin de prendre les décisions exprimant le choix de la majorité.

Parents bénévoles, nous avons les mêmes interrogations, frustrations et difficultés que vous et souhaitons pallier avec vous cette situation difficile. Compte-tenu :

• • • Que l’UPMD n’a ni les moyens humains (parents bénévoles) ni les moyens financiers, ni la capacité à intervenir juridiquement, étant une association reconnue en France mais pas au Vietnam,
    • Qu’en cette période de crise Covid, le marché est très tendu pour les compagnies de bus et que lancer un nouvel appel d’offres maintenant n’est pas une solution envisageable,
    • Qu’il n’y a hélas pas d’autre alternative à proposer (ni le LFI Duras, ni l’AEFE ne semblent vouloir se substituer à l’UPMD pour gérer le transport des enfants jusqu’à l’école),

L’UPMD ne voit à ce jour que deux options à proposer aux adhérents usagers du service de transport scolaire :

 Option 1 :  Accepter l’ajustement des conditions de contrat avec le tarif unique de 10.500.000 vnd et bénéficier du maintien d’un transport scolaire, et accepter que la commission transport UPMD continue de gérer le transport scolaire au mieux de ses possibilités.

Option 2 : Refuser les nouvelles conditions tarifaires, stopper le service de  transport (la commission transport UPMD ne gérera plus collectivement le transport scolaire pour le compte des parents). Ce qui aurait pour conséquences :

• • • Se retrouver sans service de bus organisé collectivement
    • Prendre le risque d’une hausse significative du tarif :
      • • un peu plus de 24.000.000 vnd/an (tarif proposé par le prestataire précédent lors de l’appel d’offres de 2020-2023)
        • jusqu’à 30.000.000 vnd/an/enfant (estimation du LFI Duras en 2019-20, dans l’éventualité où l’établissement accepterait la prise en charge de l’activité bus avec un prestataire local).
    • Perte du contrôle de la qualité du service

Quelques chiffres & comparatifs :

Le coût le plus fort, qui s’élève à un prix de revient de 115.000 vnd par jour, est particulièrement pénalisant pour les familles du primaire. Il représente néanmoins toujours une réduction d’environ 10% du tarif par rapport à celui de l’année 2019-20, et ce malgré la crise Covid.

Pour cerner objectivement toute la situation, il est à noter également que, depuis le démarrage du service en 2020-21, SBS a perdu plus de 100 jours de service rémunéré sur un total de 350 jours de service attribué, soit près de 30% de pertes. Alors que les tarifs ont été étudiés globalement pour 3 ans de service dans des conditions normales, sans parler de la perte de 30% par rapport à l’effectif prévu en élèves, de la forte augmentation du prix de l’essence et de la mise en place d’un péage sur la route desservant le lycée.

Trong lịch sử và hơn 10 năm nay, UPMD, hiệp hội phụ huynh của LFIDuras, đã tham gia vào hoạt động vận tải học đường với mục đích cung cấp phương tiện giao thông tập thể (không do nhà trường hoặc chính quyền Pháp trả tiền) và kiểm soát phương tiện giao thông giá cả, vì lợi ích của tất cả các gia đình.

Nếu không có sự đầu tư quên mình này, dịch vụ vận tải mà chúng ta biết sẽ đơn giản là không tồn tại.

Trong những năm gần đây, theo yêu cầu thường xuyên của tất cả các bậc phụ huynh, UPMD đã và đang làm việc để giảm chi phí vận chuyển nhiều nhất có thể, đồng thời duy trì chất lượng dịch vụ tối ưu.

Trong khuôn khổ này và bằng cách kêu gọi đấu thầu, UPMD chọn nhà cung cấp dịch vụ tốt nhất có thể ba năm một lần vì lợi ích của các bậc cha mẹ.

Theo thỏa thuận đạo đức, được gọi là “thỏa thuận đối tác”, được ký với hãng vận chuyển, UPMD:

• • • tọa độ đăng ký vận tải
    • làm việc với nhà cung cấp để đảm bảo mức độ dịch vụ tốt nhất có thể và sự an toàn cho con bạn

Với đấu thầu mới nhất cho giai đoạn 2020-2023, UPMD đã đạt được

• • • Tiết kiệm 9.000.000 vnd so với biểu giá cũ
    • Sự gia tăng số lượng các điểm dừng và tuyến xe buýt
    • Cải thiện chất lượng dịch vụ (dịch vụ, an toàn, xe buýt mới, v.v.)

Việc tạo và cung cấp miễn phí ứng dụng “Xebus Parent” cho phụ huynh, cảm ơn phụ huynh.

Để biết thông tin của bạn, theo yêu cầu của UPMD, một cuộc họp khẩn cấp đã được tổ chức vào ngày 31 tháng 12 với SBS để tìm hiểu tình hình.

 SBS nói với chúng tôi rằng “họ đã nghiên cứu tất cả các giải pháp khả thi và chỉ với một khoản phí hàng năm duy nhất là 10.500.000 VND / trẻ em cho phần còn lại của năm học sẽ cho phép họ tiết kiệm hoạt động và tiếp tục chạy dịch vụ trong điều kiện tốt.

Từ nay, giá vé duy nhất này được áp dụng cho tất cả các em đi xe buýt kể từ tuần cuối tháng Chạp cũng như các em có điều kiện đi học trở lại sau kỳ nghỉ Tết ”.

UPMD chống lại biện pháp này, nhắc lại các điều khoản kêu gọi đấu thầu, thuế quan và các điều khoản hợp đồng, lên án mạnh mẽ hành vi không tuân thủ của họ và yêu cầu hoãn việc gia tăng đến 2022-23 để tôn trọng các cam kết đã đưa ra. Nhưng không có kết quả.

Trong tình huống tế nhị này, và biết rằng không có giải pháp lý tưởng nào, Ban UPMD muốn biết ý kiến của bạn về vấn đề này, để đưa ra quyết định thể hiện sự lựa chọn của đa số.
Là phụ huynh tình nguyện viên, chúng tôi có cùng thắc mắc, thất vọng và khó khăn như bạn và muốn làm việc với bạn để giải quyết tình huống khó khăn này.

Đang cân nhắc:

• Rằng UPMD không có phương tiện con người (cha mẹ tình nguyện viên), phương tiện tài chính, cũng không có khả năng can thiệp hợp pháp, là một hiệp hội được công nhận ở Pháp nhưng không phải ở Việt Nam,
• Rằng trong giai đoạn khủng hoảng này đối với Covid, thị trường rất eo hẹp đối với các công ty xe buýt và việc tung ra một cuộc gọi thầu mới hiện nay không phải là một giải pháp khả thi,
• Rất tiếc là không có giải pháp thay thế nào khác để đề xuất (cả LFI Duras, và AEFE dường như không muốn thay thế UPMD để quản lý việc đưa đón trẻ em đến trường),

UPMD hiện chỉ có hai lựa chọn để đề xuất cho các thành viên sử dụng dịch vụ đưa đón học sinh:

Phương án 1: Chấp nhận điều chỉnh các điều kiện hợp đồng với một giá vé duy nhất là 10.500.000 VND và được hưởng lợi từ việc tiếp tục đưa đón học sinh, và chấp nhận rằng ủy ban vận tải UPMD tiếp tục quản lý đưa đón học sinh.

Phương án 2: Từ chối các điều kiện giá cước mới, ngừng dịch vụ vận tải (ủy ban vận tải UPMD sẽ không còn quản lý chung việc vận chuyển học sinh thay mặt cho phụ huynh).

Điều này sẽ dẫn đến những hậu quả sau:

• Không có dịch vụ xe buýt được tổ chức chung
• Chịu rủi ro về việc tăng thuế quan đáng kể:
  • chỉ hơn 24.000.000 vnd / năm (biểu giá do nhà cung cấp trước đó đề xuất trong đấu thầu 2020-2023).
  • lên đến 30.000.000 đồng / năm / trẻ em (theo ước tính của LFI Duras trong giai đoạn 2019-20 nếu LFI Duras đồng ý tiếp quản hoạt động xe buýt với nhà cung cấp địa phương).

Historically, and for more than 10 years now, the UPMD, the parents’ association of LFIDuras, has been involved in the school transport activity with the aim of providing collective transport (not paid for by the school or the French authorities) and controlling transport prices, for the benefit of all families.

Without this selfless investment, the transport service we know would simply not exist.

In recent years, at the recurring request of all parents, the UPMD has been working to reduce transport costs as much as possible, while maintaining an optimal quality of service.

Within this framework and by means of a call for tenders, the UPMD chooses the best possible carrier every three years for the benefit of parents.

In accordance with a moral agreement, called “partnership agreement”, signed with the carrier, the UPMD :

    • works with the provider to ensure the best possible level of service and safety for your children

With the latest tender for the period 2020-2023, the UPMD has obtained:

• • • A saving of 9,000,000 vnd compared to the old tariff
    • An increase in the number of bus stops and routes
    • Improved quality of service (service, safety, new buses, etc)

And the creation and free provision of the “Xebus Parent” application, thanks to a parent.

However, following the serious economic consequences caused by the Covid-19 pandemic – which led to the very long closure of the LFI Marguerite Duras – the arrangements initially foreseen in our partnership with SBS seem to be no longer feasible. This is despite numerous dialogues and all the efforts made by the UPMD.

For your information, at the request of the UPMD, an emergency meeting was held on 31 December with SBS to understand the situation.
SBS told us that “it has researched all possible solutions and that only a single annual fee of 10,500,000 VND/child for the rest of the school year would allow them to save the activity and continue running the service under good conditions. From now on, this single fare is applied to all those who take the bus since the last week of December as well as for those who should be able to return to school after the Tet holidays”.

UPMD is against this measure, recalled the terms of the call for tenders, the tariff and contractual provisions, strongly condemned their non-compliance and asked for the increase to be postponed to 2022-23 in order to respect the commitments made. But to no avail.

In this delicate situation, and knowing that there is no ideal solution, the UPMD Board would like to know your opinion on the matter, in order to make decisions that express the choice of the majority.
As parent volunteers, we have the same questions, frustrations and difficulties as you do and would like to work with you to resolve this difficult situation.

Considering :

• • • That the UPMD has neither the human means (volunteer parents) nor the financial means, nor the capacity to intervene legally, being an association recognised in France but not in Vietnam,
    • That in this period of crisis for Covid, the market is very tight for bus companies and that launching a new call for tenders now is not a feasible solution,
    • That unfortunately there is no other alternative to propose (neither the LFI Duras, nor the AEFE seem to want to replace the UPMD to manage the transport of children to school),

L’UPUPMD currently has only two options to propose for members using the school transport service:

Option 1: Accept the adjustment of the contract conditions with the single fare of 10,500,000 vnd and benefit from the continuation of school transport, and accept that the UPMD transport commission continues to manage school transport to the best of its ability.

Option 2: Refuse the new tariff conditions, stop the transport service (the UPMD transport commission will no longer collectively manage school transport on behalf of the parents).
This would have the following consequences:

• • • Being without a collectively organised bus service
    • Take the risk of a significant tariff increase:
      • • just over 24,000,000 vnd/year (tariff proposed by the previous provider in the 2020-2023 tender)
        • up to VND 30,000,000/year/child (estimated by LFI Duras in 2019-20, should the institution agree to take over the bus activity with a local provider).
    • Loss of control of the quality of the service
